According to Dan Olweus, internationally recognized researcher and program developer in bullying prevention "Bullying is when someone says or does mean or hurtful things to another person who has a hard time defending himself or herself". Bullying involves intentional negative behavior repeated over time and typically involves a power imbalance.

Rodger Dinwiddie, president of the International Bullying Prevention Association, states "It is imperative we all understand the nature of what bullying is and is not" since "the term 'bullying' has become overused in our culture." Differentiating between bullying, harassment, and normal peer conflict is critical in order to prevent and effectively intervene with each.
