Roscoe joined the Virginia Health Department in January 1985 as an internal audit senior. Roscoe earned a Bachelors Degree in Accounting from Hampton University, formerly Hampton Institute.
He is certified by the Association of Certified Fraud Examiners as a Certified Fraud Examiner and by the Association of Government Accountants as a Certified Government Financial Manager. Prior to Roscoe joining VDH Internal Audit, he worked thirteen years as a bank accountant and internal auditor.
His experience includes assisting in setting up "responsibility accounting systems" (cost accounting); and the audit of areas including cash, credit cards, loans, trust, operations, special reviews involving fiscal, and ethical misconduct. Recent audits have included Health District Reviews and Special reviews.
