Drinking Water Funding Program Details
2011 Funding Solicitation Package Contents
NEW for 2011
- Capitalization Grant Increase - Due to Virginia's needs assessment, EPA
has increased the size of the Capitalization Grant available to Virginia.
This amount has increased from $8.6 million in previous years to $23 million.
- Limited Availability of Water Supply Assistance Grant (WSAG) Funds - Due
to the Commonwealth's current financial situation we expect to have a very
limited amount of WSAG funds available after the required state match has
been met. As a result VDH does not intend to award Surface Source Water Development/Improvement
Grants, Small Construction Project Grants, and WSAG Planning Grants this year.
- Davis Bacon Act Wages - now required by EPA on all projects closed after November 1, 2009.
- Economic
Stimulus Funds in 2010.
- Green Reserve Project (GRP) - EPA now requires a goal of 20% of the capitalization
grant go towards green projects. A business case justification is now required
with all construction applications. More information on the GRP is available
on http://www.epa.gov/ow/eparecovery/.
- Criteria Used in Prioritizing Construction Projects - points may be awarded
in the areas of Green Reserve Projects and Project Readiness. See Section
X of the Program Manual for details.
